Corry Hull, REBC® CSFS®
Health Reform Guy exists because employers deserve a clearer, more accountable approach to healthcare. That means more transparency, better data, fewer hidden incentives, and strategies designed to improve outcomes — not just shift costs.
As a Health Rosetta Certified Advisor, I specialize in self-funded health plans, group medical captives, stop-loss strategy, PBM consulting, pharmacy cost containment, employee advocacy, compliance support, and long-term benefits planning. My approach is simple: employers deserve more than a once-a-year renewal conversation.
Areas of Focus
Corry Hull, REBC®, CSFS®
Healthcare Policy Analyst
At BHC Insurance, I combine local, hands-on service with the resources, carrier relationships, and national scale needed to deliver better outcomes. I support employers with strategy, communication, compliance, advocacy, and ongoing plan management — not just placement of coverage.
I'm especially passionate about helping mid-market employers, self-funded groups, manufacturers, healthcare organizations, nonprofits, and the Northwest Arkansas Walmart vendor community take more control of their healthcare spend.
Self-Funded Health Plans
Stop-loss structures, TPA selection, captive arrangements, and the financial case for self-funding.
PBM Consulting
PBM contract analysis, formulary design, specialty drug cost containment, and pharmacy carve-out strategies.
ACA & Compliance
Employer mandate, affordability thresholds, 4980H penalties, ERISA obligations, and IRS reporting requirements.
Healthcare Cost Containment
Direct primary care, centers of excellence, value-based plan design, and high-performance networks.
Employee Advocacy
Hands-on support for employees navigating claims, billing disputes, and care decisions.
Benefits Communication
Open enrollment strategy, employee education, and communication that drives better plan utilization.
Registered Employee Benefits Consultant
Professional Designation
The Registered Employee Benefits Consultant (REBC®) designation is awarded by The American College of Financial Services — one of the most respected credentialing bodies in the financial services industry. It is specifically designed for professionals who advise employers on group benefits programs, including health insurance, disability coverage, life insurance, and voluntary benefits.
Unlike general insurance licenses, the REBC® goes far beyond product knowledge. It requires a comprehensive understanding of federal and state regulations, plan design strategy, cost management techniques, and the fiduciary responsibilities that come with advising employers on benefits decisions that affect their entire workforce.
For employers, working with an REBC®-designated advisor means working with someone who has demonstrated mastery of the complex, ever-changing landscape of employee benefits — not just someone who sells policies.
Registered
Formally credentialed and recognized by The American College of Financial Services — a designation that must be earned, not purchased.
Employee
Focused specifically on the employer-employee relationship and the benefits programs that attract, retain, and protect a workforce.
Benefits
Covering the full spectrum of group benefits: health, dental, vision, disability, life, voluntary, and supplemental coverages.
Consultant
An advisor role — not just a salesperson. REBC® holders are trained to analyze, design, and recommend benefits strategies aligned with employer goals.
How the REBC® is Obtained
Earning the REBC® designation requires completing a rigorous curriculum through The American College of Financial Services, passing proctored examinations, and meeting ongoing continuing education requirements.
Complete the Required Coursework
Candidates must complete five college-level courses covering group benefits planning, health insurance, disability income, retirement planning for employees, and advanced topics in benefits consulting. Each course involves substantial reading, case studies, and written assignments.
Pass Proctored Examinations
Each course concludes with a proctored examination that tests mastery of the material. These are not open-book tests — they require genuine command of the subject matter, from ERISA compliance to self-funding mechanics to ACA regulations.
Meet Experience Requirements
Candidates must have at least three years of full-time business experience in a relevant field. This ensures the designation reflects real-world competence, not just academic knowledge.
Agree to a Code of Ethics
REBC® holders must adhere to The American College's Code of Ethics, which requires acting in the best interests of clients, maintaining confidentiality, and upholding the integrity of the profession.
Maintain Through Continuing Education
The designation is not a one-time achievement. REBC® holders must complete 30 hours of continuing education every two years to stay current with regulatory changes, emerging plan designs, and evolving best practices.
Certified Self-Funded Specialist
Professional Designation
The Certified Self-Funded Specialist (CSFS®) designation is awarded by the Health Care Administrators Association (HCAA). It is designed for benefits professionals, brokers, consultants, and third-party administrators who work with self-funded health plans — a rapidly growing segment of the employer benefits market.
Self-funding is no longer just for large corporations. With the right structure — stop-loss coverage, a capable TPA, and disciplined plan design — employers of all sizes can take control of their healthcare costs, access their own claims data, and build plans that actually serve their workforce. The CSFS® curriculum is built around the technical and regulatory knowledge required to do this well.
For employers, working with a CSFS®-designated advisor means working with someone who understands the mechanics of self-funding — not just someone pitching it as a concept without the expertise to execute it.
Certified
Formally credentialed through rigorous coursework and examination by the Health Care Administrators Association — a designation earned through demonstrated competence in self-funded plan administration.
Self-Funded
Focused on self-funded (self-insured) health plan structures, where the employer assumes direct financial responsibility for claims rather than paying fixed premiums to a carrier.
Funded
Recognizing the financial architecture of self-funded plans — how reserves are structured, how stop-loss coverage limits catastrophic exposure, and how cash flow is managed across the plan year.
Specialist
A specialist-level credential — not a generalist overview, but deep expertise in the compliance, administration, plan design, and risk management dimensions of self-funded health benefits.
How the CSFS® is Obtained
Earning the CSFS® designation requires completing a focused curriculum through the Health Care Administrators Association, passing examinations, and demonstrating professional experience in the self-funded benefits space.
Complete the Required Coursework
Candidates complete a curriculum covering the full landscape of self-funded health plans: plan document structure, stop-loss insurance, TPA relationships, claims administration, ACA compliance for self-funded plans, ERISA obligations, and cost containment strategies.
Pass the Certification Examination
Candidates must pass a comprehensive examination that tests practical knowledge of self-funded plan design and administration. The exam covers real-world scenarios — how to evaluate stop-loss contracts, structure plan documents, manage vendor relationships, and navigate regulatory requirements.
Meet Experience Requirements
Candidates must have professional experience in the employee benefits or health plan administration field. This ensures the designation reflects applied expertise, not just academic familiarity with the subject matter.
Agree to a Code of Ethics
CSFS® holders must adhere to the HCAA's professional standards, committing to act in clients' best interests, maintain confidentiality, and uphold ethical conduct in all aspects of self-funded plan advisory work.
Maintain Through Continuing Education
The designation requires ongoing continuing education to remain active, keeping CSFS® holders current on regulatory changes, stop-loss market developments, emerging cost containment strategies, and evolving best practices in self-funded plan administration.
